I always thought of Croton as an upcoming bedroom community with good schools, not a place for trafficking narcotics:

Two men busted with 65 pounds of heroin in Westchester - NY Daily News
Croton is hardly an upcoming bedroom community. Its one of the oldest communities in the US and has hardly changed. Criminals will always exist. Renting houses in suburbs for city drug operations is pretty common. That said, there are drugs in ALL high schools. Its a huge problem. Its not just in he bronx. Schools with muli-million dollar homes all over westhchester, connecticut, new jersey and new york are dealing with heroin and other drug issues.

This was not a croton based operation. This was a parking location.

For what it is worth, this was not in Croton. Was in Cortlandt Manor.
