Don is an amazing guy and his ferry boat is really nice and all, but should we really consider his boat to be a small town. I know its got a restaurant on it and nice views, but its hardly a town.
That's nice and amongst other things I love the restaurants in Dobbs Ferry but it's basically a "suburb" surrounded by a vast metropolitan area which in my view doesn't make it a "small town". The only other one on the top 10 list that is like that is Louisville, CO (#7) and it's kind of on the outskirts of the Denver area.
