My partner and I are considering a move to Westchester. We were looking around but outside White Plains. We noticed some rather inexpensive properties in Greenburgh/Elmsford. For example:

Granted, they're fixer-uppers but it seems mostly cosmetic. My gut reaction is that these are too cheap to be truly desirable, so I also looked at some of the comps on Trulia.com. It seems like there is a large range in property prices.
Is there a major difference between Greenburgh and Elmsford? Does anyone know these areas well enough to tell me if those properties are in unsafe/poor areas?
We can afford to go higher in price, but if there are a lot of people selling short because they're facing bankruptcy (for example) and the neighborhood is about to collapse, then maybe we should be looking in other towns.
