I want to freshen my horror show yard up (the one I inherited from the previous owner) and have no idea what constitutes the need for a permit. I can fairly easily just lay a new concrete patio (with my talented brother) along with tearing out some of the overgrown jungle left to me, can I just do that?
Is it in the back of your house? Just do it. You're not expanding it. There are no safety issues (it's a patio, not an elevated deck). And if you are "caught," just say you didn't know and get the permit.
Disclosure - I have no expertise on this issue. But that's what I would do.

Look at the nonsense that's going on on Bronx River Road across from the Mt Vernon West Station. Stagg Construction has been involved in a virtual, unchecked free-for-all at that site.
In fact, that needs a thread all its own, however, after Stagg spent millions excavating the site, the city then started having Public 'Hearings' about the site's development. All a sham. There was no one in the living proximity of that over development nightmare that said 'yes, we want it', but the city steamrolled it right through.

No, this is on Bronx River Road right around the corner, but yes, you're right.
I have no idea what the deal is where the Kimball Theatre was. The Councilman for this area, Dennis Shepard (sp) will not return my calls or my several visits to his office about the my concerns over the large building that's virtually being built in my yard. Doesn't know me, never spoke to me and evidently he's onboard with Stagg. But again, that's another thread I have little energy for.
