Getting water in garage and basement (Yonkers: insurance, house, contractor)

About five years ago I started to get water in the garage and sometimes the basement when it rains, my driveway slants downward to the garage and the sewer in front or the garage doesn't keep the water out of the garage. I bought the plumbing insurance Yonkers offers to city residents, a plumber came and thought he might have fixed the problem, but I am still getting water in. He put a camera down there and said the pipe is bent, so now the insurance won't pay for any more work until the bent pipe is fixed. I read an on-line article stating the problem might not be as big as a contractor might tell me, but I don't understand how the pipes work.
Why would I not have a water problem for all the years since 1958 when this house was built, then all of a sudden develop a problem five years ago? Right now I'm using a pump to keep the water out, but I have to watch it the entire time it's running.
Any advice, contractor recommendations, cost estimates, etc, would be greatly appreciated.
I don't know your situation at all and it might not be like ours, but we had a driveway that sloped down towards the garage, and directed rainwater to the garage, and from there to the cellar, which then flooded when it rained. Our sump pump could not be relied on while we were out working and we finally had the driveway re-asphalted to include a slight slope to the middle right in front of the garage door, which incorporated a huge sink hole cover to a French drain sort of system. This solved the problem for us completely, as it was rainwater only that was the cause.

It was so many years ago that it would be completely irrelevant today - this was probably 1974. You can probably figure out by task on this job because it wasn't very complicated: so much for re-doing the driveway, so much for labor digging out the holding tank (or trenches if you went that route), so much for gravel fill in the holding tank, so much for the big cover with drain holes in it, etc.etc.
