Basically, it's that Ossining is a "city" (it's a village technically, but it looks like a small city and does have a population of about 20,000) with a racially/ethnically diverse population. Many of those coops are near the "downtown" area which has a (in my view somewhat inflated, especially compared to southwest Yonkers or parts of Mt. Vernon) reputation for crime and seediness. The school system, while not bad, is considered "not as good" as the much ritzier neighboring towns, which knocks down the price as well. The coops themselves are generally in a nice area, but they are so close to "downtown" that it deters some (but not all) people and lowers the price.
If those same coops were further out on rt. 133 (like near the border of Yorktown) they'd go for twice as much (and in neighboring Briarcliff Manor they'd be at least 3 times as much).
I agree with everything that 7 wishes wrote about Ossining. The only thing that I might add is that Ossining is also home to the infamous "Sing-Sing" prison (which is where the phrase "up the river" originated), and that does not help it's image any. While definitely rare, I do seem to remember 1 or 2 escapes from the prison through the years.
You have your choice of two supermarkets there, with a brand new Stop and Shop in the Arcadian shopping center (which also features a Starbucks, McDonald's, two banks and other stores).
