If you belong to the Rye Neck school district, which town recreation can you participate in? I heard you can join both Mamaroneck and Rye recreational facilities? So that would include both Mamaroneck pool and beach as well as Rye pool and beach. I heard Mamaroneck beach waters aren't clean so having Rye beach right's would be a plus.

It literally depends upon what side of the village, since the Rye Neck school district straddles the Village of Mamaroneck (Town of Mamaroneck) and the Rye Neck section of Mamaroneck (Town of Rye). Recreation facilities are tied to each respective municipality, the town to which one pays property taxes.
Rye (Town of) does let Mamaroneck (Town of, and respective villages) and Harrison residents obtain a beach parking pass at preferential non-resident rates, which are lower than non-resident membership.

I was solely focused on the school districts, but it sounds like it's not like that when it comes to recreation. I guess that makes sense. So, how do you tell if a house in Rye Neck school district can get a resident discount on the beach parking? Also, does Rye beach also include a pool? And is it possible to have a house in Rye Neck school district that can get Rye Beach and also get Hommocks pool?

That's right, when it comes to recreation, it is a town issue, since the school district applies to the village that is split between the two towns.
In Rye Neck, you can get the discount on beach parking if you're in Mamaroneck, but if you're in Rye, you would get the resident rate. Rye beach does not have a pool as part of the facilities.
You can have a house in Rye Neck school district, discount on beach parking, and Hommocks, just be sure that the house is on the Mamaroneck side of Rye Neck.
