With all the deer on the roads I was wondering, is there anywhere in westchester that you can hunt deer with a bow?

As many as you want!!

You need to demonstrate that you're competent with a bow and a permit is required. There are some restrictions, but the town and most residents will welcome your efforts to reduce these environmentally devastating creatures.
