That was not the case. The crosswalk markings had been paved over and not repainted. The crosswalk was there before she was killed. This article

There were crosswalk signs and and on the other side of Merrimon the lines were still there. The lines were repainted in high intensity paint. Still there is no crosswalk signal light for those trying to cross the street to catch the bus, which was what this woman was trying to do. There is no defense for what happened to her. On the other hand, the city could have insured that the crosswalk lines on that side were repainted the day the paving was completed. It was this woman's death that led to the limited improvements.
