My apologies .. I think I used the wrong word there. We had the same TYPE of services but what the city offered was, in at least one case, of a lower level (for more tax dollars).
As I recall, the main bone of contention (vis a vis services in my area) had to do with the qualifications/level for fire protection, but don't quote me on that, please, as it was a while ago now. The city certainly offered no better services for twice the price. There was also some controversy I think over a newer development they wanted to annex where the city claimed they had paid for basic/critical services to be installed and (my recollection is) that was proven to be inaccurate.
The only thing we didn't (still don't) have in my particular area of Arden was the inclusion of garbage collection however we do have that service available to us at a reasonable rate if we want it. At any rate, nothing the city could provide at that time was any enticement to propel most people to want to run to Asheville, double our taxes (which many in my neighbourhood could ill afford - they were on the edge as it was), and make our properties harder to sell.
I am sure this can all be looked up on old city council meeting records if you are really interested.
