We are thinking about building a small screened area in our yard. Do you have to apply for a permit for such a small project in Manitowoc Wisconsin?

Why build, and go through all the trouble of acquiring permits? Do do a temporary structure like the ones pictured in these links. The good thing about these is that they're considered as temporary, but you can leave it up during winter months if you take the canvas off the top.

Might be cheaper too?

Usually not, but there are qualifiers. Contact the areas building inspection dept and ask them.
