Yeah, it's really more a state thing and Green Bay happens to be where the stadium is located.
It helps that GB is reasonably close to much of the state's population. It also helps that they had a lot of success in the early days of the NFL when other small-town teams were either moving to big cities or folding.
Now they're so deeply entrenched in history and nostalgia that it would be unthinkable to move them anywhere else.
Wisconsin's mentality seems to be "don't mess with it if it's working". Kind of like new Harley's that look the same as they did 80 years ago, or neighborhoods that never got gentrified because they never were abandoned because people didn't see any reason to leave them for newer housing in the first place. That's just Wisconsin's way.
There is a lot of new stuff and progress and whatnot as well as some abandonment, but I do like the general culture of nostalgia and tradition you see a lot of here.
While I'll probably never be a full-blown Packers fan as a transplant, I do appreciate how it plays into the local culture.

People leave Wisconsin. But the Packers are still ingrained in them.

I’ve lived all over the West. Packer fans all over the place. Some who get together in their local bar to watch the games.

I wore my Packer vest into the grocery store here in the greater Bay Area. Got more high 5’s because of it.

A few years ago my husband and I decided to have a quick bite to eat at a random noodle place in Tokyo. Three people, all apparently Japanese locals, were wearing Packers jackets. One guy was just leaving, another guy was at the counter, and the third was at a table. The Packers are freakin' everywhere!
