I know a cop that lives/works ManTrivers. His biggest complaint is back issues from his tool belt sitting in his squad all shift. He is only ~30 years old. Does that tell you anything?

It's very safe and very, very cheap.
Two Rivers has a nifty little downtown, but for a city of 11k, there's very little in the way of retail or dining within the city.
It is adjacent to Manitowoc, population 30k-ish and has most anything you'd need. Green Bay is a short 35-40 minute drive to the northwest and also Appleton isn't far.
The north side Two Rivers seems nicer than the south side, but none of it's dangerous at all. Generally, Wisconsin is a safe state outside of parts of Milwaukee and a few other larger towns in the southeast.
The beach in Two Rivers is really nice and nearby Point Beach State Forest is a great asset as well.

I live in TR and love it here. The problem now is too many people have discovered it and the price of housing has skyrocketed. There is very little to be found and when a house goes for sale it will be listed at a minimum of 30 - 40% OVER the appraised price and will still receive multiple offers OVER the asking price. So, it is no longer cheap. Every single business in town is hiring and wages have also increased significantly.

If you love the outdoors there is an endless amount of activities to explore. My neighbor loves the senior center in town that would be a great way for you to meet people. We have over 7 miles of a beautiful beach that has finally come back with the declining water levels. TR is less than an hour away from 2 wonderful airports. Summers are filled with an ample amount of outdoor concerts. Sub is correct about the safety and dining though.

One sad thing about the city is the school district is consistently in the bottom 5% year after year. I have no skin in the game but it pains me to keep hearing that and now they are proposing a +60M referendum.
