Most people in this situation sell to private developers. And eminent domain has to pay fair market value, which will be argued, but no doubt the person would come out great.

I lived in a mid size city in WI with a few big colleges. Most of my friends were transplants too. The locals do tend to stick to themselves as a GENERAL rule but I was able to make a few friends after a while. Wisconsonites can be more reserved and cautious regarding outsiders if they grew up there. More insular especially if they are natives and have generations of kin. Milwaukee, La Crosse, Madison- those are all cities I would live in. On the other end of the spectrum: small town, small minds.
