This is well known and documented.

If you ever want a substantial raise ($10k or more), the easiest way to get it is to change companies.

Companies who already employ you feel like they can get as much work out of you for an amount close to what they are already paying you. *shrug*

I turned it down and stayed in my other position which I was happy with. The only reason I applied for the new position was more money. The person they ended up hiring DID get the higher pay grade and was an external hire and had many fewer bullet points(of expertise) that I did.

I had a friend at another company that applied for an internal promotion. She met all the criteria and several interviews and did well at all. Then they announced they were taking down the job ad and they weren't going to be filling the new position. She was disappointed. 1 month later she is told that she now has all the responsibilities of this new position, plus all her old responsibilities, but she stays in her current pay grade/same level.

Seems you have to change companies to get the decent pay raises.
Isn't that the main reason for leaving besides a bad manager? I don't see the point in staying at the same company, if there are only 1-2% raises. Since 2008, I have gone from $11/hr to over $80k/yr with 2 employer changes. I am ready to make another change and hope to make over $90k/yr.
