My father was telling me the local management at his company have been disappointed with low employee morale. One of the chief complaints has been a lack of advancement at this site (which is true) and senior management has said they will put internal employees ahead of outside candidates for openings for which the internal employee has qualified. However, my father's manager stated that different divisions of this company pay differently for the same role. The sector he is in pays about 40% less than one he is trying to transfer to in FL. While the COL is probably slightly more in FL, I can't see any other reason why the payscales would be so radically different.

I have seen that when things were under the same "umbrella" and with the same title, but the job duties were drastically different. (ie. two business systems analysts, one working in a claims-related environment and another working in a provider networks-related environment - same title, both under the Data umbrella, but different scopes involving different business knowledge) Sounds to me like this may be the case - same title, same umbrella, but truly different specialties/scope.
My geographic region gets a $5k annual raise over the area where the company headquarters are located. Not because of COL (I live in the lower COL area), but because my geographic region is economically booming and HQ area is not. People here have the option of jumping to a different job, and people there do not.

This is a defense contractor where a lot of the job titles are vague, but the specifics on each job are chock-full of government/military jargon that is completely unintelligible to the average person. I think what you say could be part of the issue.
