So this is a weird question. I was having trouble with a work clique but it seems that things are thawing a bit and I have figured out the dynamics a little better, so I'm going to stay where I am for now. But now I'm having a situation with the work uniform. I don't mind dress codes one bit. I will abide by a dress code, and this job's dress code is easy to stick to, because it's quite flexible overall. We have to buy our own shirts, skirts/pants, and shoes, and I already had these mostly, and we are supposed to have a new company jacket ordered for us.
I've been there a couple of months and I have not received the company jacket. I have been wearing my own little pink hoodie (without the hood on) because it is freezing cold in the office, and now the district manager has her office in our location so the boss has become strict about the dress code again. They want me to wear the jacket I don't have. The boss had me wear someone's used, dirty jacket one day (when the DM was supposed to inspect us), which grossed me out to no end.
And now she's telling me she will assign me another used jacket. What to do? Maybe get the used one dry cleaned? Ask for the new one I was supposed to get? I have never been issued used clothing before. What if it has lice/crabs/bugs? It's the one clothing piece I don't have to pay for. It would be nice to have a new one, especially since the other employees got a new one themselves.

Wash it or dry clean it and move on with your life.
They owe you a new clean company jacket like they gave to everyone else, even if they have to order it special at extra cost. By offering you a used jacket, they are treating you like a second class worker. If you accept this behavior, it is likely to continue or get worse.
At the company Christmas party, the boss presented me with the gift of a lab coat. It had a strange word on the sewn name tag, and was much too large. I did not say much, but never wore it. I later found out the strange word on the name tag was the name of a lab worker from another city (he had a foreign name). How did my boss get a hold of this lab coat? Did he swipe it? And what did he mean by giving it to me as a present? Was it meant as an (unfunny) joke, or was it a deliberate insult?
In the time you took writing a novel here you could have just washed it.
Really, now? You personally would accept a used jacket for your work uniform, especially since the employees have to buy all our other clothing to abide by the dress code? If I were to accept this used jacket, the company can at least pay for it to be dry cleaned.

Dear lord, they do not OWE you a new jacket. They provide a jacket, and they decide whether it is now or used. Perhaps they didn't have used jackets at the time the other employees started, but now they do.
It depends on the terms of your employment. What is specifically spelled out to you? Is it in writing that you will receive a new jacket? If so, did they indicate how long it would be before you received it?
Check your terms. If it is spelled out, yes you should go to your boss and ask for it to be fulfilled. However, I would guess that it is not.
