I’m discouraged. I’m told I’m a top employee and the best hire they’ve ever had in this dept. I’ve never been late or called in sick and I’ve been here 3 years. I never fall behind on my work. I apply for a job in another dept and they give it to my coworker who is at least 15 min late every day (but doesn’t stay late). Uses every excuse to call in, come in late, or leave early. Always faling behind. We both have good personalities and get along with everyone (except me with one coworker who hates me since she heard me defend Trump). Is it because she is 31 and I’m 43? Is it because she is a skinny blonde (not a beauty but everyone loves her Eastern European accent). The people in the dept they hired her in are all prompt and rarely call in.

Nobody can say, because nobody here understands the political dynamics of your office.
If you are dissatisfied, you can continue applying to other internal jobs, or seek employment elsewhere. Being bitter and doing nothing is a great disservice to yourself.
Seen it happen all the time. Is not about you arrived at work on time all the time and stay on top of your work. Is about knowing the right people and saying the right thing. Do what you have to do (without hurting others and breaking any law) and get to where you want to in life. You cannot rely on others but yourself. You cannot hope someone will give you a higher position with a higher salary just because you did your job above and beyond. Keep looking for opportunity, and when the time comes, let them know if they like to keep you or not, if not, you will move on. Simple as that.

I agree, except with what sounds like an ultimatum. Don't tell them if they would like to keep you..yada yada. Apply inhouse, and also look for opportunity beyond.
The best way to see how much you mean to your boss and department is to give them your two weeks notice for a position you truly want. They have the opportunity to make you an offer to stay or not. And, don't be surprised if they don't.
No, it has nothing to do with age, Trump, or her looks. she was a better fit for the position. Yes, coming to work on time and being a team player is all very important in an applicant, but what really matters is who is better qualified for the position. In this case, she was.
In our department if her Tardes were enough to warrant corrective action, depending on the level of that corrective action, she might not be able to transfer. We don’t promote those on corrective action; what’s your company’s policy?

Yes, this. It could also be a personal relationship affecting it, age discrimination, looks, accent, or your manager could have recommended her just to get rid of her. They may have just determined that this person was a better fit for for the position despite the tardiness issue.Since it was internal, there is no reason you can't just ask. Just go into it looking for help in preparing for the next promotion, don't try to argue that you were better or accuse them of anything.
How is she a better fit though if she can’t keep up on her work?
