I don't think I would complain to HR, that's not very nice. He's your coworker. He may have no clue he's bothering you... then again he may not be able to help it. Can you ask to talk to him in private and let him know that his whistling (crap I so can't spell that and I haven't even had a drink) is bothering you? Since he's older, I would show him some respect. It may be hard for him to stop if he's been doing that for years, so maybe you can ask him what you should do. Maybe you can just get another cube.

I would get to work early and leave an anonymous note on his desk. My guess is if you mention it too him or to a supervisor, they will only be annoyed with you.
