Definitely Malta. Gibraltar is like little England, all English shops, English restaurants, English businesses. Sicily didn't seem to have any North African influences to me, whereas when my Maltese friends speak in their native language it is a clear mix of Italian, English and Arabic.

Sicily is a mixture of a great deal of cultures including ancient Egyptian, Arab among others and to my Anglo-Saxon mind their ideas on pretty much everything were VERY foreign to me even compared with the rest of Italy. Really fascinating place though if you get the chance to visit.

Was in Malta earlier this year and it would be the only island to come close in my opinion to meeting your requirements. Besides that what a lovely city Valetta is....
Gibraltar does have a fairly large Moroccan population given it an air of North African/Arab influence in places. But of course first and foremost it's since of Britishness stands out.
