There does need to be a critical mass of population in the metro area. I don't think there is absolute cutoff, since it depends what you mean by "world city." But there are VERY few 'world cities' with fewer than 5 million people in the metro area, and most have more than 10 million.

Great Architecture, first class Cultural amenities ( theatres, museums,opera houses; concert halls, etc...), History, excellent Parks and recreation facilities, good public transport and just having that Special "je ne sais quoi".
I would put Oxford ( pop 135 000 ); Bath ( pop 160 000) and Edinburgh ( pop 450 000) in world class cities as they all fit those criteria.

World class is subjective, and that's the problem.

-Clean public spaces
-Punctual public transportation
-Hygienic population
-Walkable locations
-Low crime
-Lots of public parks
-Lots of restaraunts
-Excellent weather, but with 4 seasons
-Intelligent locals
-Great educational system
-Super outdoor activities

I would start off with a set of quantitative trade and financial variables, followed by quantitative population variables, including percentage of foreign residents and number of languages spoken, number of languages demanded in the various business markets. In short, indices of the depth and breadth of economic and other social exchange with other cities around the world.

Then I would introduce the more subjective, qualitative factors.

If there are no objective, quantitative variables, then there will be as many responses as there are opinions, which are like a-holes, everybody's got one.

Anyway, by this general criteria, London would certainly be at the top or near the top of the list globally and in Europe, New York in the United States, maybe Singapore or Hong Kong in Asia, San Paulo or Rio would be candidates in South America, possibly Berlin and Moscow, lately Dubai in the Middle East. What is the emerging word-class city in India?
