Cartagena was the most touristy city I was in when I was in Colombia, but it also had the most reasonably priced hotels. When you get to Cartagena, just tell the cab driver to take you to Bocagrande, walk from hotel to hotel and bargain til you get a good price. I stayed in a hotel for 30,000 pesos a night, which was like 17 bucks a night, had AC 2 big beds and an attached bathroom.

You won't find that in Manhattan for under 120 dollars
