I know Las Vegas is coloquially known as Sin City but its not really that "sinful" even compared to some other American cities, after all its just gambling and prositution is actually not legal there and even my local city, Baltimore is crazier when it comes to strip clubs. But I guess all this in the US can pale in comparison to the rest of the world.
Being from South Florida and having traveled alot including Europe, I can safely say they are all the same. The only differance is language and skin color.

A good question is: is being the worlds ultimate Sin City really a good thing?

I don't think so. To be a sin city, really isn't something to rejoice about. There are divine judgements coming for all these places just like there were for many ancient nations such as Port Royal and Pompeii which were destroyed in one day. Most people just have no idea what's coming.

manila wont be up there until lim leaves office. he banned gogo bars and such a long time ago, which is why all the major complexes are in surrounding cities (makati, pasay city, etc) and why angeles city is the biggest center for sex tourism in the country. PI also has gambling, so that's another vice i guess. all manila itself really has is a few freelancer pick up bars like bay cafe and amazon. not a big scene.

phnom penh has everything. gambling, drugs, prostitution, etc. but its on a much smaller scale than some places. as far as developed asia goes, macau is far and away the sin city. biggest gambling center in the world, and some of the most famous saunas/brothels in the world (sauna 18, rio, sanado, etc), and plenty of KTV's and other establishments to boot. for mainland china i would say dongguan (particularly changping) would be sin city.

in thailand patts is the city of sin for farang, but overall BKK has a much bigger scene (when including entire scene along sukhumvit, the massive soapies along ratchada, etc) but its much more spread out and more geared towards regional market.

Just curious, what are some things that make Dubai a 'sin city'?

It could be a sin city if you happen to come from Makkah or Jeddah!
