Gambling and prostitution tend to go together, for obvious reasons. If Macau is not really surpassing Vegas in terms of being a 'sin city' it probably will do soon.

Well, it's a little complicated. The city of Berlin (from 1945 - 1989) was surrounded by the communist East German republic. But because Berlin is the largest German city, and former capital, with such a special meaning, when World War II ended in 1945, the conquering Allied powers (USA, Britain, France) refused to let the Communists (Soviet Union) occupy the entire city of Berlin, even though it lay geographically within communist East Germany (behind the so-called "Iron Curtain"). So Britain, France, USA, and Russia agreed to divide the city into 4 zones of control. About two-thirds of the city of Berlin was kept as politically part of West Germany (although geographically very separated from the rest of it), and only about one-third of the city of Berlin (the largest one of the 4 zones) was politically part of East Germany. In 1948 the Communists blocked all road and rail access into West (free) Berlin, hoping to force the Western part of the city into surrendering to communism. So for about a year, the Allied air forces had to supply democratic West Berlin with food and provisions dropped by airplane, until the communists re-opened transit routes between West Berlin and the rest of West Germany in 1949. Because East Berlin (and the rest of East Germany) had unrestricted access into West Berlin, many thousands of Easterners moved into West Berlin where they were then free to migrate anywhere else in West Germany if they wanted. Finally the East German government could no longer tolerate this draining of population, so their built the famous Wall (barrier) in 1961, which stood until 1989, when reunification of the whole country finally occurred.

I know Las Vegas is coloquially known as Sin City but its not really that "sinful" even compared to some other American cities, after all its just gambling and prositution is actually not legal there and even my local city, Baltimore is crazier when it comes to strip clubs. But I guess all this in the US can pale in comparison to the rest of the world.
I only half-jokingly put Washington, D.C., at the top of the list because there is no act too vile for most members of Congress to perform for a campaign donation.
