Outside of US and South African (if you even consider South Africa to be "Western"), what cities in Europe, Canada, and Australia/NZ have the largest percentage of black/African-descended residents?
My guess would be
1) Paris
2) London
3) Toronto
4) Birmingham UK
5) Montreal
You seem to have a pretty restrictive concept of Westernness. So Hispanic is not Western but English or French is? Spain is actually geographically more Western than the other two countries.
Cities are usually ranked by diversity, which includes all ethnic groups and those born outside the city or country rather than just purely in terms of one ethnic group.
In terms of the diversity of cities here's a couple of good sites for data and reference.
In terms of Black populations obviously African cities are going to have the highest ration of black people as an overall percentage of the population, the Caribbean also has a high ratio of black residents.

I'm sorry to get in the thread just for the question of "Western". I just wanted to add that this word is not used with a consistent meaning, especially in the USA, I think. One of the key factors (or, perhaps the key factor) that goes into the definition of "Western" is the predominance of a Christian religion (as opposed to, say, Muslim, Buddhist, etc.) So, it's clear that the hispanic world is part of the Western world. There are other features too, but anyway, what I wanted to point out is that sometimes the word Western is used in the USA to exclude Latin America, as if giving the word the meaning of "rich" or "first world", which is not the case.
As for the topic of the thread, well, taking into account that Brazil is also part of the West, many cities of Northern Brazil could qualify, but if you are not taking Latin America into account, I don't know... :P
PS: Even some southern Brazil cities could beat US and Europe's cities in terms of percentage of black population.
