My definition of "laid-back" is one where the government still does its job to maintain order in the country but is the least intrusive on its citizens privacy and rights.

Do you mean socially or economically? Because I don't think they're socially intrusive (gay marriage/unions, abortion etc.) and not being taxed is not a right.

Exactly what I was thinking. I think the Greeks, Italians, Spaniards and Portuguese are real simpatico this way, and their governments are the most laid-back.

I think that being liberal doesn't make a government laid-back. The governments of places like Canada and New Zealand, for example, are way too business-like to be considered laid-back.

Well limiting "Free Existence's" ranking to just "limited government" and "freedom of expression" I get a top-ten that includes countries who might be slower-paced in lifestyle.

I think Vanuatu is said to be pretty laid-back. I was thinking the OP was meaning more "hands off" on personal and privacy issues whether or not their business-like in what they do.
