You found Melbourne quite boring? That is strange as I prefer Melbourne than Sydney. I lived there for years as there was always something happening there. In addition there are hidden bars and shops in the city and small side streets. Plus every time I visit there there is always something new there.
I think it's pretty funny that a guy who lives in Houston found Melbourne boring. Hilarious! I was fortunate enough to visit Melbourne a few years ago and like you preferred it to Sydney in many ways. A truly fantastic city with great neighborhoods, amazing nightlife and super hot women.
Why not? If there is nothing in said city that is unique or interesting then there is really nothing keeping me there as a tourist. Maybe as a place to live said city would be great, but that is not what we're discussing is it?
I'll nominate Leeds, England as the most boring major city ever seen on earth. Not that i've ever visited, or plan to, but based on my (and i'll admit rather narrow) take, you have absolutely nothing better to do there but to bash Houston on the internet all day long. A few examples..

The likes of Houston and Atlanta are some of the least dense cities in the entire world. Atlanta is geographically larger than Paris and London but the population is much smaller.

People in Houston know it's not on the same level as Paris or NYC, but at the same time it was the fastest growing city in the US from 2000-2010, growing faster than NYC and Chicago combined. Must be lots of boring folks moving in. Again Houstonians don't think of Houston as a tourist mecca, and nobody is comparing it to San Francisco or Vancouver or even Santa Fe NM for that matter, but it can't be that boring if you can easily find a job, afford a nice house in a decent neighborhood with an average salary, and have money to spare.

I don't think Houston is boring, I think problem is it's not really interesting either. You won't get bored from it, but there is nothing special or memorable about the place IMO.
Also, any list made by Forbes should be taken with a grain of salt......
