Most western countries are cars dependent.
Obviously inside the center of the big or medium metropolis, you can live without a car but when you live in small cities or town even in suburbs of big cities, life is difficult without a cars.
Most European countries have low density residential area, have suburban malls and other cars dependent things.
American when they visit Europe, they only see a small part of the urbanity of the continent but most of the population don't live and don't work in centers that they visit.
Europe, even if less dependent of the car than USA, is pretty much car dependent.
Less than 50% of people in the UK own a car.. the majority of the people are not dependent on cars, most use public transit here because it actually exists.
I own a car, but drive it about 5000 km a year and some times leave it in the garage for weeks on end. Which got me thinking there is two sides to this story, how many cars are owned by the population, and how much you use it.
So how about measuring car usage from this perspective?

Australia 610
Luxembourg 775
Canada 886
Kuwait 920
USA 1134
The USA is wayyyyyyyyy out in front on this measure, although the tennacy of americans to drive bigger less fuel efficent cars might skew the numbers a bit.

This list is skewed since it excludes motorcycles. The three wheeled motorcycled outside of the US mimic cars by having cabins that hold multiple passengers (there are thousands of them in India).

So you think that in total luxembourgs 500 thousand people consume nearly as much fuel as all 315 million people in the USA do?
Any way to help you hear is the offical heading from the website "Road sector gasoline fuel consumption per capita (kg of oil equivalent)' per capita = per person.
Canada is bigger than the USA and Australia almost exactly the same size as the 48 contiguous USA states

So you think luxembourgs 500 thousand people consumes nearly as much fuel as the USA's 310 million?
You'd need to compare Luxembourg to a US state with a similar infrastruction and proportions to make a more fair comparison.
