Your right. Ineffective Policing has a influence on all of this tho.

if russia counts as a developed country , than russia is tops when it comes to police corruption

if not , i dont know , i could imagine police coming under the thumb of dark forces in certain regions of italy

if i was asked the same question twenty years ago , i would have said northern ireland

It can depend on the particular region of the country, also. For instance, police in Puerto Rico (a territory of the US) are notoriously corrupt, and several are on trial at this moment for providing armed security for drug dealers as drug transactions were taking place. That would be on the extreme end of the scale.

In some other areas, it isn't nearly as bad. As a whole, it's moderately bad.

Default Police Corruption

It would be better if the question differentiated between free and not-so-free societies. Unfortunately, most data is severely manipulated with regard to reporting police "corruption." Most of it is underground. The best way to answer this questions would be to survey citizens in those countries as to how honest they perceive their police to be.
