I can see how someone would select San Francisco for the previous statement of phrases/adjectives, but I would pick at least 5 different locations before San Francisco. For one example, I say Seattle Washington with "High quality of life and very balanced for lots of qualities in existence."

For "elegant and traditional" I select Kyoto Japan.

I've never used poignant to describe a city, but here you go.
Paris, France a poignant reminder of a city becomes overcrowded by tourists.
