Not sure about which is the best but in terms of global reach and influence I would have to say either Switzerland or Germany.

Swedish (Finnish seemed to be pretty much the same ), Austrian, Polish, Czech and Slovakian food pretty much kicks ass.

Honourable mentions:
Russia: Russian cuisine has potential,
Southern Germany: Swabian and Bavarian dishes rank pretty high. Northern German cuisine on the other hand... What were they thinking when they invented "Eisbein"?
Denmark: Kudos for bringing Scandinavian dishes in the spotlight again (Noma, ...)

They kinda all suck, don't they?

Ah, maybe that's a bit harsh -- some of those Eastern European dishes are good and hearty and stick right to your ribs. Still, I'm going with North Korean. Tree bark with a grass-and-grubs side salad makes for spectacular "famine-chic" cuisine.
