In my experience, brazilian. Knew one Blonde Brazilian girl that went to my high school, got into an argument with some girl from the ghetto, the two fought, the Brazilian girl landed 5 solid hooks, put the other girl in a clinch and the other girl had to get her face reconstructed. Funny thing, the other girl was fat and bigger too but the Brazilian girl won and she was pretty too. Funniest fight I have ever seen.
Israelis. Everyone hates them, so they're trained in self-defense from an early age.
This. Israelis are hardcore, everyone has to join the military when they come of age and they're surrounded by enemies so it's no joke. That has bred a culture of martially capable people, and the women are more formidable opponents on average than you'd get in just about any other country, since many actually know what they're doing if they find themselves in a scrap, whereas other women just have undisciplined ferocity.

Interesting question.
I'd go with Latin America or Africa. Those girls seem to be very aggressive, and get into scraps a lot, their culture is very hot-blooded. I'm sure many knock how to punch not just scratch/pull hair too.
