This question would have widely different answers depending on whether it meant:
A) to live in if money were no object
B) to live in with my present capacity to support mysel
C) to live in as a citizen of the country of ordinary means.

Using B), I would say

NA: Mexico
SA: Colombia
Eur: Croatia
Asia: Malaysia
Africa: Madagascar

North America USA Seattle (It has a great bay and close to Canada, in addition it is very cosmolpolton)
South America Brazll Sao Paulo (Biggest city of South America, it is very cosmpolpotion and the economy of Brazil is the best in South America)
Europe UK London (The lifestyle and night life is among the best in the world.)
Asia Tokyo Japan (Very modern city and seems more advanced than American cities, in addition I love the Japanese culture and food)
Africa Tanzania Arusha (Close to nature and wildlife and not far from Africa biggest mountain. In addition people from all over the world do live and work there)
Oceania Australia Melbourne (voted most liveable city in the world according to a certain poll, forget what it was) I have lived there and really enjoyed it there.

Europe: any of the middle or small sized cities in Scandinavia, Netherlands of Belgiums (flemish part).

North America: middle to small cities in southern canada or mid western US (Michigan, minnesota, north dakota, wisconsin)

South America: either southern brazil or around buenos aires area in Argentina.

Africa: South Africa

Oceania: Middle sized cities in Australia.

Asia: Nowhere. I dont like the women there... but for discarding should be lebanon or Israel.
