The song never became a hit in Japan. I have Japanese friends and they don't know about Psy at all. I think the reason why the video was watched by many Japanese was because there was a online rumor saying Psy copied some of the dance moves from a Japanese commercial for Yellow Hat Tires.
I live in Brazil and can say I only heard this song last week. I had heard of it through american news but I dont think it is really popular here.
I was in Brasil in November and before I went I checked the top 10 song list for Brasil (so, probably early Nov) and Gangham Style was #1 at that time, so I am thinking it was pretty popular.
I did a couple minutes of checking, this site shows that Gangham style was in the top 20 singles in Brazil for the last 15 weeks.

Yea, it got a surprisingly lukewarm mainstream reception. It did however get some pretty decent internet nerd reception though. It's sort of funny given that Japan is generally one of the biggest markets for K-pop, but makes sense since this is so much more of a novelty track.
