What he ^^^ said. Apart from some healthcare but that is about to get a serious shake-up following an official Inquiry.

It stands for Council House and Vulgar.

Council houses and apartments are social housing. As rents are half the price of private rented accommodation it is a condescending term for people who are not well-off enough to purchase a property. It is also often used to describe loud people with no taste who live in social housing.

I prefer council housed and violent. Chav is too readily applied to any young person, or poor people.

Vulgar and violent could be interchanged, yes.

Yes in those countries the sun rises earlier, maybe at 4am :O but that is a disadvantage for me lol, specially because I sleep at that time and many countries don't have blinds or "persianas" so I prefer the sun rising later and seting also later :P I take more advantage of the day
Belgrade is a good example, it's in CET as well at 20°E..

France:

Worst:
- People always complaining of everything
- The negative mentality many people have
- The current economy
- The Unemployment
- Uncivility and violence in some suburbs
- The rapid loss of our culture for "globish" one
- The strikes, things that are late, lack of efficiency

Best:
- The diversity of the landscapes and climates on a relatively small place
- The fact of being at once an Atlantic and mediterranean nation
- Our culture, language, litterature and history
- The arts, architecture
- Our food, its diversity (both "haute cuisine" and traditional cooking)
- the quick transportation system (but expensive, late with strikes...)
- The social security and care system in general

The sun might rise earlier in those countries, but it's a make believe sun.

Chavs (in Spain they are called Killos, Chonis, Jennys, Canis, etc) are more more than that. Chavs are a culture by themselves with their own language, their own fashion and social rules.

Northern Ireland

Best- We are pretty free of crime and locals are nice.

Worst- The way people go on and on about politics and Religion and act childish. People here get offended over everything, its extremely irritating. For example, there was a protest outside the local tesco because the employees did not have union jacks in olympics and GB tesco employees did. I also think the flag protests are extremely childish and mortifyingly embarrassing.

I'm actually getting sick of it. Feel like telling them to grow a pair and grow up.
