I think it's a bit more complex than that. While it's true that men and women tend to look similar in any given country (they share the same genes and diet afterall). There are other forces at play.
Some countries have smaller/more petite and more youthful looking people (Japan being a great example). In such a case, most people will find the women prettier compared to the men, the reason being is the traits listed are what's valued (across most cultures anyway) for women than for men.
Likewise if a country has more masculine traits - larger body sizes, more rugged etc - then people will tend to find the men more attractive.
There is also some individual cultural elements where the men and women of a given culture may work harder to stay in shape. This may be related to gender imbalances. In Russia, they have a shortage of men, and so the women have to try extra hard to be noticed.
