They don't have to be a majority population. Just countries with millions, or just a large population of people of European decent?

Am I missing any? And isn't the population of "whites", in all of these countries declining as well?
European descent people are not just the white ones, plenty of mixed people are descendants of Europeans too, although many people conveniently 'forget' that.
If mixed people were to do a DNA test, Europe will surely pop up as the place of origin for a good chunk of their ancestors. They also tend to retain much of their European culture (its usually the dominant culture, so mixed people tend to be much more European culturally than whatever their other type of people/culture they are mixed with; this is especially true in Latin America and in South Africa.) Only in a handful of countries (the USA among them) do descendants of Europeans (mixed) more often tend to identify with their non-European side than their European side; but as a general rule, around the world mixed people identify much more with their European side and also tend to side with their interests too.
With that in mind, almost all of the Western Hemisphere could be considered majority European descendant with perhaps Bolivia, Guatemala, maybe Peru and a few French/English speaking islands in the Caribbean being the exception as most of the non-whites there are not of mixed heritage. For example, I know that in Peru the term 'mestizo' (mixed) is applied on a cultural/linguistic basis and not so much on a 'racial' basis, but in most Latin American countries to be considered mixed means to be 'racially' mixed and more often than not, the mixture includes Europe as a major source of their genes/ancestors/culture.
If by European descendants you meant whites, then I would add:
Mexico (some 10 million whites over there, that's more than some European countries!) and Colombia (11 million), Venezuela (5 million), Cuba (7 million), Peru (5 million), Chile (5 million), Costa Rica (3 million), Dominican Republic (1 million), Bolivia (2 million), Ecuador (1 million), and Paraguay (1 million).
I'm sure the numbers for some of these countries may be slightly more or less, but these are ballpark estimates.
Uruguay could be on the list I suppose, it has about as many people of European decent as New Zealand both are relatively small countries however with about 3 million people of European decent living in them.
I am sure there are many countries across the world you don't even associate with Europeans that have a higher Euorpean population than those two.
Certainly the portion of the population of that is white is declining in those countries.

Might as well list all the countries is South & Central America since the common language is Spanish which was brought over by the Spaniards. Most of their populations contain DNA from Spain. Then also include some North African countries that have French as part of their linguistics as most of them were French colonies.
You might as well reverse the question to countries that don't have large populations of Europeans. Then that would be Asia and most of the Middle East.

nearly all the Europeans living in new Zealand are of british ancestry , Australia is a better example as they have had immigrants from the likes of Greece and Italy for around seventy years
You also have to exclude any part of the population that is Asian or African. Pitcairn Island is 100% European. I think the French overseas department of St. Pierre et Miquelon might be very close to being all European, and there has been little introduction in recent years of more modern French stock, which includes increasing numbers of Africans and Asians.
Uruguay might be the closest. 95% if Uruguayans report themselves to be predominantly of European descent, and the government estimates that 88% are fully of unmixed European descent.
By the way, every country at this moment has a living population of exactly zero decedents, of any ancestry. Decedents are dead people..
