Actually, the rarest eye color is violet. (Surprise! It's not all about you, saxonwold.)

Iceland is a good environment for redheads and there's a somewhat heightened percentage of them there, as some of the founding population came from Ireland. Switzerland is good, too. There's a region in the north that has a high percentage of redheads.

Probably traditionally Celtic counties such as Scotland and Ireland followed by parts of Scandinavia where the Vikings had a lot of red hair.

I have heard that drinking too much Irn Bru, which is made in Scotland from Girders can lead to your head turning rusty.

That is ridiculous since the presence of redheads in Britain and Ireland is not due to migration of Celtic culture, nor is being culturally Celtic predicated on genetics or any type of genetic expression of superficial physical features.

The defining features of Celtic culture are language, mythology, and certain artistic motifs.

Anyway, a redhead gene carrier who freckles and burns, I would say the PNW, Interior northeastern U.S. and northwest Europe are a good start.
