I voted the Great Lakes, because I'm an American and a red-head too. However Ireland and Scotland are probably the most suitable for red heads due to the climates. Actually the rarest hair color is red and the rarest eye color is green. People who combine both traits are commonest in Scotland and Ireland.

Iceland is a good environment for redheads and there's a somewhat heightened percentage of them there, as some of the founding population came from Ireland. Switzerland is good, too. There's a region in the north that has a high percentage of redheads.
There are redheads in Scotland but you will only see about two a day if you walk about there aren't as many as people make out. It is only a hair colour anyway, what's the big deal?!
