I've never in my life been to a Chinese place that charged an extra 25 cents for soy sauce with take out, but if you don't have 25 cents--you're either broke or cheap.

Thats a new one on me! Unless of course you mean the Scots, who do have a bit of a reputation of short arms and deep pockets. Thats not something Ive found to be true though to be honest.

I would say Chinese too. I am basing it on the Chinese people I know in my country. Every penny counts.
Next on my list are Portuguese. The Portuguese people I know are always saying " it's very expensive " when if it's in the Philippines people I know don't say "it's expensive" but just buy it or would just take the plunge even if it is a little bit hard.

Must be pretty s**ty Chinese food to begin with if you have to slather soy sauce all over it.
Mexicans, in a bargaining situation, they will talk you down in price then when the deal is reach will flip through a hand full of bills and ask if you have change for a hundred LOL

By the way, I've been to many Chinese restuarants and I never encountered the problem you described.
