I mean by "metropolitan" population, economic influence, and geographical regions of the core in the country and global wide, not only their own city limits.

For example:

Japan
1. Tokyo(東京) - Kanto
2. Osaka(大阪) - Kansai
3. Nagoya(名古屋) - Chubu/Chukyo
4. Sapporo(札幌) - Hokkaido
5. Fukuoka(福岡) - Kyushu

Germany
1. Berlin - East
2. Hamburg - North
3. Munich(München) - South
4. Cologne(Köln) - West
5. Frankfurt - Central

Australia
1. Sydney - East
2. Melbourne - South
3. Brisbane - Central Northeast
4. Perth - West
5. Adelaide - South Central

USA
1. New York - Northeast
2. Los Angeles - Pacific West
3. Chicago - Midwest/Great Lakes
4. Dallas - South
5. ???

I don't think Houston, TX deserved to include any in my criteria because Dallas already takes part in the South and proximity of both cities.
List of Core Based Statistical Areas - Wikipedia, the free encyclopedia
and again, Philadelphia is not separated far away enough from New York...
So I think 5th biggest city in USA would be DC, Miami or Atlanta.

In terms of overall cities of importance:

USA: NYC, LA, Chicago, SF and Washington.

For Regions: NE: New York
West: LA
Midwest: Chicago
South: Atlanta*

Note: The South is tricky-- Atlanta is referred to as the "capital of the south" and has much more of an influence on the south when compared to Houston and Dallas.

^ Yes that's acceptable to say Atlanta is more renowned as globally. (Plus the biggest passengers in the world)

I am calling Scotland a country. It only has 7 cities so I'd say the top 5 are:
Edinburgh
Glasgow
Aberdeen
Inverness
Stirling

Mexico:

Mexico City, all roads lead to our capital city.
Guadalajara, second biggest city and cradle of what it's know outside as Mexican culture along with Puebla.
Monterrey, third biggest city, second financially.
Puebla, beautiful colonial city and 4th most important.
Tijuana, most important and biggest border city, right next to San Diego.
