This is not very directly related to police corruption. It is a measure of ""the misuse of public power for private benefit". In the case of many blue countries, it is an index of public gullibility steered by a media financed and supported by the corrupt themselves.

In Uganda it's expected to bribe a cop when stopped for speeding. Corruption is simply accepted.
