You get what you pay for. Latin American is a much more developed region. Overall, it has a greater standard of living compared to those countries you mentioned, so you can't expect it to be as cheap. For example, if Thailand and the Philippines were a part of Latin American they would be among the lowest tier of the region, only comparable to the poorest countries of Central America.
I rather stay in poor SAFE countries than in less poor but a lot more dangerous countries
To much crime in Central America (Honduras and El Salvador have the highest homicide rate in the world, Belize is 5th on that list and Guatemala 8th).
The South American region is the kidnapping capital of the world.

Those are not really third world, they are actually not too bad modernized. You can get clean water, normal sewer system, etc, many first world traits thanks to the Soviets. They are poor, but I would not eve rcall it third world type poverty and living conditions.
You are right. All those 'stans" are not bad at all. They have well developed infrastructure, universities, good medicine, railroads, subway and automobile production (in Uzbekistan), etc.
While at the moment South America intrigues me more because it's something different, so I'd visit there first, but I still find the Asian countries you mentioned interesting. They're probably the least desirable Asian countries to live in (East/South Asian), though. Out of ALL the countries listed, however, I'd probably opt to live in Venezuela or Cambodia.
I would live on Roatan Island in Honduras, 2nd option would be the coast of El Salvador. I would enjoy visiting those Asian countries, and imagine there are some nice beaches in the Southern area, but I don't think I could live there. Most of the crime in Central America is drug and gang related, if you don't get mixed up in that it's not too bad. I would not live in either capital city. I have already been to both countries and like them both, but I've never actually been to Roatan Island. I have no interest in those South American countries.
I have lived in and travelled extensively through out Central America. The only South American country on that list that interest me is Bolivia. South East Asia seems very interesting to me.
