Say you had been to neither and had the opportunity to travel to just one for two weeks. Which would you choose? For me it'd be very tough, but I'd probably go for Mexico simply for the Aztec/Mayan indigenous aspect that Spain lacks. Aside from Barcelona, Spanish culture actually interests me less than French or Italian.
Spain has better cities though, IMO, Barcelona and Madrid seem like among the best in Europe. Mexico City would be really fascinating and quite exotic to see.
Mexico has better scenery: mountains, old volcanoes, tropical beaches, better nature - tropical rainforests, deserts.etc.
Spain has medieval architecture but Mexico still has a ton of the same sort of colonial architecture.
Spain has some Roman ruins, but Mexico has Chichen Itza. Spain has the Alhambra.
NOTE: Don't factor in safety...assume that you'll be fine and won't be robbed/assaulted etc.
You're forgetting that Mexico has architecture that dates back thousands of years. Spain has nothing of the sort, at least not anything well known

I did not forget that, maybe didn't make it clear enough. Yes, Pre-Colombian Aztec architecture is a huge draw for Mexico...even that aside, the architecture in Mexico is not merely a copy of Spain.
