To calculate per capita, you need to divide by the number of medals.

And we know what happens when we divide by zero. A dimensional portal opens that can suck the whole Universe.

The main problem is with the formula: total medals throughout the history of that country divided by population in the last Olympics that the country participated. For example Finland has 302 medals in summer games since 1896 and 5.4 million people today. That makes the numbers completely meaningless for countries that split/reunited: East/West Germany (separately at #8, #39, #58), Soviet Union/Russia (separately #49 and #56, Belarus and Ukraine, the Baltics, the Caucasus, etc are separate too), Czech Republic/Slovakia/Czechoslovakia (all separate). Belarus has actually been in the top 20 ever since it became an independent country, yet it's down the list because it didn't exist for such a long time. Another problem with the formula is that it understates the performance of countries with recent high population growth.

A more relevant measure would be to use average medals per capita, calculated separately for each Olympics. That would control for the differing periods of existence of all countries, and it would be a defined number for all countries too.

That's only summer Olympics, right? If you count winter Olympics, Liechtenstein is way ahead, 36,000 people, nine medals. That a medal for every 4,000 people. At that rate, the USA would have about 90,000 medals, and the town I live in would have fifteen.

I think medals/GDP would be a better metric considering, you know, half the world is more concerned with putting food on the table than training for a sporting event.
