This argument is ridiculous when you compare the populations of U.S. and Scotland. All these figures are relative to population. The U.S has an overwhelmingly more amount of people, naturally making its overall numbers lower.

For example, lets compare some crime figures bewteen the state of Missouri, which has a similar population number, and Scotland.
Scotland(2004/2005) Missouri(2006)
Robbery 3,736 7,587
Vehicle theft 15,633 25,433
Rape 1,109 1,764
(attempted rape included)
Homocide 137 368

I was joking dude, I know Scotland can be pretty bad in terms of crime. If you've been to certain parts of Glasgow, you'll see what I mean (practically third world in places).

People who have mentioned Russian Cities need to understand that Russia is not a developed nation yet. It is developing and in progress like Dubai and the country of China are.
Russia is rising in the right type of reform at the moment. With big countries like U.S, Australia, China etc.
But Moscow is not very good.
London is bad too
Chicago is the worst in my opinion.

Then just compare crime per capita.
Murders (per capita) by country: http://www.nationmaster.com/graph/cri_mur_percap-crime-murders-per-capita<
We need one for cities of the world.

hard to be worse than that. at least a place that "finished the job" wouldn't leave someone .3 of the way murdered.
is it better to be .3 of the way murdered, or .7 of the way alive? maybe there IS something redeeming in there...
