Seems it would be easier to achieve the same end by simply jacking up road-use fees sky high. Maybe they could make themselves feel all egalitarian and all by allowing the poor to use a few poorly maintained back roads at no fee, while reserving the expressways and arterials for the rich who can afford the fees.

Dubai is rich everything else is terrible, I just said plain and simple, the city relies to heavily on oil, when the oil runs out what will they do, the city has a terrible culture, the food and culture is great but what i mean by culture is thinking style, the education is terrible, i read somewhere many of the buildings that are so tall that they brag about are empty. Dubai is a great city, super cars, rich people greatest buildings but at the same time the city needs help...

Dubai is how shall we put it, nouveau riche.
They would be better off to invest in a proper public transport system.

They have, Dubai has a pretty big subway system considering it's age. But yes, their rich seem to have zero class.
