I would say that Alaska is way more similar to Kamchatka Krai, Sakha Republic, Magadan Oblast, or Chukotka Autonomous Okrug than it is to Kaliningrad Oblast. The only similarity is that both are exclaves.

I was recently in New Orleans and I had deja-vu of those Caribbean Latin American countries.

I'd say Louisiana / Colombia, Cuba or something around it.

Colombia is only 20% caribbean. I don't see anything like the Andes in Louisiana.
