I've been to a lot of those cities...honestly, LA is just pretty unique. Outside the US, nowhere is really like LA at all. Perth, Western Australia, has a similar climate, and feel in parts, but the buildings, demographics, culture.etc is pretty different.
Perth does remind me a lot of San Diego though, our sister city. We have the same laid back beachy vibe, climate, culture, the urban form is similar, and they took our Eucalyptus trees lol.
Sydney takes the lead. I wonder if Sydney natives would find that insulting.
Came here to say Sydney. Renowned for sun (even though LA has way more), large urban sprawl, traffic issues and near other big cities on the coast. (Melbourne/San Francisco). Other Sydney natives can probably think of other similarities.
Is LA really that bad any more? I've not been in over a decade so I can't speak for how much it may have improved.
