I guess other99 is right, Sydney is the one outside the US that I would choose. Maybe something in Spain. I don't know if Rio de Janeiro is progressive.

He said English or French speaking. But yes, Sydney would probably be the best English-speaking choice.
Russia on the Caspian Sea. There will be some French speakers there. Russia isn't as left leaning as it used to be, but they appear to still be pretty left-thinking.
You can find sufficient English speakers in Cuba. Nice beaches and you can't get any further left than that.
If you don't mind learning some Spanish, Uruguay elected themselves a socialist terrorist for a president. They are quite far left and there is enough English spoken that you could get around and survive. The beaches there are world class.
Well, SF isn't really that warm, especially on the beach.
