I would say LA is the 5th city.

Other cities Like Hong Kong, Seoul, Mexico and Sao Paulo are top contenders.

China is such a huge market, so Hong Kong or Shanghai. I think the former takes the prize of being more international and even a older business hub. So Hong Kong gets my vote.

LA does have a Financial district.
Ok fine, I'll give you that. What I should have said is that it doesn't contain the same type or number of huge fortune 500 companies like say San Francisco's FD does.

My personal choice would be Hong Kong (with Los Angeles, Shanghai, Chicago, Moscow contenders) due to it's fame, economic stature/stock exchange, massive iconic skyline, entertainment industry, transportation hub. It was also the most visited city in the world in 2013.
The Globalization and World Cities Research Network is the preeminent think tank in research into ranking of world cities.
While they agree that London and NYC are the highest ranked world cities, they include 6 other cities on equal rank with Paris and Tokyo

Yes although tellingly Paris and Tokyo are listed first. I don't think anyone would seriously think Dubai is on the same level as those two.

The majority in Singapore speak Chinese, Fujian dialect or Manderin.

It is still a chinese majority city.
